Reading the figures

Brightness in lumens and run time are the supplier's figures and are measured on different modes: the brightest mode runs for the shortest time. Water resistance is an IPX rating under IEC 60529 where one is stated: IPX4 withstands splashes, not being submerged.

Can I use it in the rain? Yes. It is rated IPX4 by the seller, which covers rain and splashes. Do not submerge it.

How do I change the beam? Slide the front bezel in or out to move between a wide flood and a focused spot.
